Steven C. Millwee, CPP

Forensic Hypnosis Expert

“Steve was the first law enforcement hypnosis expert to testify in Florida courts in 1978.  He created the court accepted forensic hypnosis standards adopted by the FBI and law enforcement that same year.  His ability to connect with jurors was able to help put a real face on the inconceivable murderous ambush of a deputy sheriff.  He was able to help me recall the shooting, suspects and their descriptions and the two vehicles that led him into a two month who-done-it investigation resulting in his getting confessions from three perpetrators out to snuff a cop for the thrill of it! How do I know this – I was the cop!  Deputy Sheriff Steven A. Nistal, Sgt. - Hillsborough County Sheriff’s Office (Retired)

“Steve’s ability to connect with an audience makes him the ‘expert of experts’ when it comes to dramatically explaining the worst crimes in our society.”  Amanda Arnold – Managing Editor Stafford Publications

“Steve is the best expert par excellence.  He exudes credibility, believability, and articulates professionalism while helping you understand why over 200 killers have confessed to him whether working for law enforcement or defense counsel. And this is an under statement.”  Bernie Mazaheri – Criminal Defense Attorney

“Steve is one of the highest rated speakers and international experts on workplace violence, polygraph and forensic hypnosis.  His charisma on stage translates to this truism: “He will keep you riveted to your seat in using real world cases that do more than provide an educational experience – he will rock your world. He is used by our federal government as their training expert.”  Raymond F. Humphrey, CPP - Past President of ASIS International – American Society for Industrial Security and Co-Founder of the International Security Management Association (ISMA)

“Steve and his forensic hypnosis and investigative skills have helped break many of our most difficult cases.  His talent in uncovering fact from fiction has made him one of the most skilled detectives, forensic hypnosis, and polygraph experts in leading our newly created unsolved murder unit in the early 1970’s.  His ability to get confessions and tenacity made him the Police Officer of the Year in 1977.”  Sheriff Walter Heinrich, Hillsborough County Sheriff’s Office (Retired) – Steve’s homicide commander

Interesting Facts

One of Steve’s cases was featured on Unsolved Mysteries titled “Final Appeal.”  Glenn Consagra had been convicted of the 1978 brutal double murders of his best friends on Honeymoon Island in Clearwater.  Sentenced to two consecutive life terms, he enlisted Millwee to take on his final appeal of innocence.  Millwee polygraphed and hypnotized Consagra leading to compelling evidence that the wrong man had been convicted and pressured into a plea to save himself from Florida’s infamous electric chair.  Millwee doggedly pursed the old case in the mid 80’s.  He obtained a confession from one of the killers who fingered the two other killers, clearing Consagra as their patsy. Consagra and Millwee appeared on Unsolved Mysteries in the second episode of Unsolved Mysteries, hosted by the late Karl Malden.  Consagra was released from prison and subsequently died in 1996.

Steve was named the 1977 police officer of the year for developing his visionary forensic hypnosis program for the Hillsborough County Sheriff’s Office which helped solved many of Tampa’s unsolved murders, including the infamous “Dale Mabry Prostitute Murders”. He solve the murder of 18 month old Frankie Valdez, who had been first thought abducted. His hypnosis skills solved the kidnapping for ransom of a high profile banker in Aruba. He solved the ambush shooting of Deputy Steve Nistal in Tampa, leading to a TV episode, "Hypnotic Justice." His hypnosis skills were the break in Billie Mansfield Serial Murder Spree in California and Florida. Lastly, Steve hynosis was used to obtain a confession of Larry Mann, who was later executed in Florida for the murder and rape of 9-year old Alicia Nelson.

A heralded interrogator, forensic hypnotist and polygraph examiner, Steve has obtained thousands of confessions in his 47 year career and interviewed and obtained confessions from over 200 murders either in his role for law enforcement or when consulted by defense counsel.  In one of the most difficult cases he was able to obtain a confession from a psychopath after interviewing him over 50 times in six months.  Gaining his confidence, Steve was able to obtain false alibis from the killer.  Using hypnosis he uncovered witness testimony leading him to prove his case.  After a 10 hour final interrogation the suspect confessed and was sentenced to life in prison.
